A company in Jubail, Saudi Arabia is looking for an experienced Estimation & Proposal Engineer for Electrical and Instrumentation (E&I) projects. The role is suitable for an engineer with strong experience in tendering, cost estimation, proposals, and industrial EPC projects.

Position: Estimation & Proposal Engineer – Electrical & Instrumentation
Location: Jubail, Saudi Arabia
Experience: Minimum 10 years in E&I estimation and proposal engineering
GCC Experience: At least 7 years in GCC / Middle East
Education: Bachelor’s Degree in Electrical or Instrumentation Engineering
Joining: Immediate
Iqama: Local Iqama transfer required

Main Responsibilities
The selected candidate will handle the complete E&I tendering and estimation process, from reviewing tender documents to final bid submission.
Main duties include:
- Review RFQs, tender documents, drawings, specifications, and BOQs.
- Prepare quantity take-offs for electrical and instrumentation works.
- Prepare project cost estimates, pricing, and man-hour calculations.
- Get technical and commercial quotations from vendors and subcontractors.
- Compare vendor and subcontractor prices and select suitable options.
- Prepare technical and commercial proposals.
- Prepare bid qualifications, clarifications, and compliance statements.
- Check project risks, exclusions, assumptions, and possible cost issues.
- Find value engineering options to improve project cost and solutions.
- Attend pre-bid meetings and handle technical clarifications.
- Support commercial negotiations during the tender stage.
- Maintain estimation databases, cost records, and vendor information.
- Make sure bids are submitted on time and meet tender requirements.
Required Skills
Candidates should have:
- Strong knowledge of Electrical & Instrumentation (E&I) systems.
- Good understanding of industrial EPC projects and GCC construction practices.
- Strong skills in quantity take-off and cost estimation.
- Experience in tendering and proposal preparation.
- Good understanding of contractual and commercial terms.
- Good knowledge of Microsoft Excel and Microsoft Office.
- Working knowledge of AutoCAD.
- Knowledge of Primavera, SAP, or estimation software is an advantage.
- Good analytical, communication, negotiation, and organizational skills.
Who Can Apply?
This position is suitable for an experienced E&I Estimation Engineer, Electrical Estimation Engineer, Instrumentation Engineer, or Proposal Engineer who has worked on industrial and EPC projects in the GCC or Middle East.
Candidates must have at least 10 years of relevant experience, including 7 years or more in the GCC/Middle East.
Immediate availability with local Iqama transfer is required.
